惠安縣財政投資工程項目的造價管理問題研究

【摘要】:財政投資工程造價管理指的是對使用財政資金建設的項目造價管理,項目工程造價攘括項目建設前期費用、建安費用等,涉及項目建設因材料、機械、人力、各項措施的消耗而產生的費用。造價管理主要針對項目資金的使用、控制與監管。隨著政府職能不斷完善,財政投資工程評審得到越來越多的重視,本文以惠安縣財政投資工程項目造價管理現狀為基礎,圍繞政府各職能部門的工作情況展開說明,針對當地造價管理以財政評審為主導的情況下,總結出項目建設各階段存在的造價管理問題,決策設計階段項目投資浪費嚴重,招投標階段合同風險管理意識薄弱,項目實施階段“三超”現象較為普遍,竣工結算階段各職能部門造價管理壓力不平衡,以上問題大大降低財政資金使用效益,根據工程項目全過程管理與協同管理理論,綜合分析各個問題的原因。做好造價管理工作離不開部門的分工與合作、完善以人為本的人才培養機制建設、加強工程造價管理信息化建設、嚴格執行項目建設基本程序,以此在組織協同、信息協同、流程協同三方面降低財政投資工程評審風險,提高財政資金使用效率。
[Abstract]:The project cost management of financial investment project refers to the project cost management for the construction of financial funds. The project construction cost includes the pre-construction expenses, the construction safety expenses, etc., and involves the project construction due to materials, machinery, manpower, etc. Expenses incurred as a result of consumption of measures. Cost management is mainly aimed at the use, control and supervision of project funds. With the continuous improvement of government functions, more and more attention has been paid to the evaluation of financial investment projects. Based on the current situation of cost management of financial investment projects in Huian County, this paper explains the work situation of various government functional departments. In view of the situation that local cost management is dominated by financial evaluation, this paper summarizes the problems of cost management in various stages of project construction. The project investment in decision-making and design stage is very wasteful, and the consciousness of contract risk management in bidding stage is weak. In the stage of project implementation, the phenomenon of "three superpowers" is relatively common, and the pressure of cost management of each functional department in the period of completion and settlement is not balanced. The above problems greatly reduce the efficiency of the use of financial funds. According to the theory of the whole process management and the cooperative management of the project, Analyze the causes of each problem synthetically. The work of cost management can not be done without the division of labor and cooperation of the departments, the improvement of the people-oriented talent training mechanism, the strengthening of the information construction of the project cost management, the strict implementation of the basic procedures of the project construction, so as to organize and coordinate with the information. Process coordination three aspects reduce the risk of financial investment project review, improve the efficiency of the use of financial funds.
