【摘要】：產業扶貧是精準扶貧的核心和抓手,產業扶貧的效果直接推動著精準扶貧的進程。因此,產業扶貧的反貧困效益分析對于進一步的產業扶貧布局與優化具有重要的實踐和理論意義。本文以達茂旗種植業產業扶貧作為研究對象,以種植業產業扶貧的反貧困效益為研究重點,梳理了達茂旗經濟發展狀況和農業發展狀況,總結了達茂旗反貧困的主要做法和經驗。采取宏、微觀數據,使用主觀與客觀相結合的確權方法,分析評價了達茂旗各種植業產業貧困的反貧困效益。.本研究認為達茂旗種植業反貧困效果顯著,主要的種植業產業反貧困效益排序依次為馬鈴薯、油料、小麥、蕎麥和莜麥,這一結論對未來種植業產業扶貧結構調整提供理論支持。盡管如此,達茂旗的種植業產業扶貧仍然存在產業布局不合理、訂單式扶貧效果有限、農產品品牌化程度低、農田水利設施發展緩慢、貧困人口受教育程度低、農牧業龍頭企業帶動輻射范圍狹窄等六個問題,對此,本文依次從七個方面提出了對策建議。
[Abstract]:Industrial poverty alleviation is the core and grasp of precision poverty alleviation, and the effect of industry poverty alleviation directly promotes the process of precision poverty alleviation. The analysis of the anti-poverty benefit of industry poverty alleviation has important practical and theoretical significance for the further layout and optimization of industrial poverty alleviation. This paper takes the planting industry poverty alleviation in Damao Banner as the research object. This paper focuses on the anti-poverty benefit of planting industry, combs the economic development and agricultural development of Damao Banner, summarizes the main methods and experiences of anti-poverty in Damao Banner, and adopts macro and micro data. By combining subjective and objective right method, this paper analyzes and evaluates the anti-poverty benefit of various planting industries in Damao Banner. This study shows that the anti-poverty effect of planting industry in Damao Banner is remarkable. The order of anti-poverty benefit of main planting industry is potato, oil, wheat, buckwheat and naked oats. This conclusion provides theoretical support for the adjustment of poverty alleviation structure of planting industry in the future. The poverty alleviation of planting industry in Damao Banner still exists unreasonable industrial distribution, the effect of ordering poverty alleviation is limited, the level of agricultural products branding is low, the development of farmland and water conservancy facilities is slow, and the poor people have a low level of education. There are six problems, such as narrow range of driving radiation of leading enterprises in agriculture and animal husbandry. In this paper, countermeasures and suggestions are put forward from seven aspects in turn.
