【摘要】：農村土地的流轉和集中使用,是發展農業規模經營和實現農業現代化的必由之路；農村勞動力外出務工的增加,出現了土地撂荒、棄耕的現象,與此同時,由于一些種田能手、農民專業合作經濟組織掌握規模農業、高效農業的種植及管理技術,有轉入土地,實行規模經營、集約經營的強烈愿望,如何引導和完善農村土地科學合理流轉已成為當前農業農村工作研究的重要課題之一。近幾年來,衡陽市按照區域化布局、規模化生產、產業化經營、社會化服務和做大規模、做優品質、做強品牌的現代農業發展要求,堅持把推進土地承包經營權流轉,實現主導產業規模經營作為推進“三農”工作的有力抓手,創新機制,規范管理,嚴格程序,強化服務,按照“依法、自愿、有償”的原則,采用靈活多樣的形式,積極推進農村土地承包經營權流轉,取得了明顯成效。隨著農村土地的流轉數量的持續增長和流轉規模的不斷加大,地方政府定位不當、操作程序不規范、農地糾紛現象增多等問題不斷顯現,嚴重阻礙了農村土地的健康、持續及高效流轉,不利于土地流轉市場的有序運行。論文以衡陽市農村土地流轉現狀為研究對象,對衡陽市土地流轉現狀、存在問題及影響因素進行分析并提出對策建議。首先,通過搜集整理國內外學者關于農村土地流轉的相關文獻,確定了論文的研究目的、方法和主要研究內容。其次,認真學習了農村土地流轉的農村土地、農村土地產權、土地流轉、土地流轉形式等概念以及地租理論、土地產權理論制度變遷理論和土地規模經營理論。第三,對衡陽市農村土地流轉的現狀進行了分析,著重分析了衡陽市農村土地流轉的現狀、土地流轉的模式、土地流轉的主要成效和土地流轉還存在的問題。第四,以土地流轉的主體農戶為具體的研究對象進行實證分析,從農戶的角度分析影響農村土地流轉的主要因素。第五,根據對衡陽市農村土地流轉存在的問題和影響農戶進行土地流轉的因素從積極調動農戶參與上地流轉的積極性、明確政府在土地流轉中的管理職責、完善農村土地流轉的相關法律法規政策、健全農村土地流轉市場和完善農村土地流轉配套設施建設五個方面提出促進衡陽市農村土地健康流轉的對策建議。
[Abstract]:The circulation and centralized use of rural land is the only way to develop agricultural scale management and realize agricultural modernization. The increase of migrant workers in rural areas has led to the phenomenon of abandoned land and abandoned farming. At the same time, because of some skilled cultivators, Farmers' professional cooperative economic organizations have a strong desire to master the planting and management techniques of large-scale agriculture and high-efficiency agriculture, and to transfer to land, to operate on a large scale and to operate intensively. How to guide and perfect the scientific and rational circulation of rural land has become one of the important topics in the study of agricultural and rural work. In recent years, Hengyang City has carried out large-scale production, industrial management, socialized service and large-scale production in accordance with the regional layout. To improve the quality, strengthen the modern agricultural development requirements of the brand, persist in promoting the transfer of land contractual management rights, realize the scale management of leading industries as a powerful means to promote the work of "agriculture, rural areas and farmers", innovate the mechanism, standardize the management, and strictly enforce the procedures, To strengthen services, in accordance with the principle of "according to law, voluntarily, and with compensation," and to actively promote the circulation of the right to contract and manage rural land by adopting flexible and diverse forms, With the continuous increase of the amount of rural land circulation and the continuous increase of the scale of the circulation, the problems of improper positioning of the local government, non-standard operation procedures, increasing phenomenon of farmland disputes and so on have been emerging. It seriously hinders the healthy, sustainable and efficient circulation of rural land, which is not conducive to the orderly operation of the land circulation market. The existing problems and influencing factors are analyzed and countermeasures and suggestions are put forward. Firstly, by collecting and sorting out the relevant literature of scholars at home and abroad on rural land circulation, the purpose, methods and main research contents of the paper are determined. Has studied the rural land, the rural land property right, the land circulation, the land circulation form and so on, as well as the land rent theory, the land property right theory system vicissitude theory and the land scale management theory. This paper analyzes the present situation of rural land circulation in Hengyang city, and emphatically analyzes the present situation of rural land circulation in Hengyang city, the mode of land circulation, the main effect of land circulation and the problems existing in land circulation. 4th, Taking the main farmers of land circulation as the specific research object, the paper analyzes the main factors that affect the rural land circulation from the perspective of farmers. 5th, According to the problems existing in the rural land circulation in Hengyang City and the factors affecting the land circulation of rural households, it is necessary to actively mobilize the enthusiasm of the farmers to participate in the land circulation, and to clarify the management responsibilities of the government in the land circulation. This paper puts forward the countermeasures and suggestions to promote the healthy circulation of rural land in Hengyang City from five aspects: perfecting the relevant laws and regulations of rural land circulation, perfecting the market of rural land circulation and the construction of supporting facilities for rural land circulation.
