【摘要】：自20世紀90年代至今,我國的海域管理經歷了從無章可循到有法可依、從盲目開發到合理規劃、從過度開發到倡導生態用海的一系列轉變和進步。基于我國國情及海域開發利用特征,本文闡述了"生態用海"理念的發展、內涵、制度基礎,著重梳理了我國區域建設用海規劃、海岸線保護與利用、海洋生態紅線等方面的生態用海管理新規,最后從生態建設、生態保護、合理布局、節約資源、整治修復五個方面提出貫徹落實"生態用海"管理理念的建議。以綠色發展理念統籌海洋開發與保護,構建"生態+海洋管理"方式,開辟基于生態系統的海洋綜合管理新途徑,已成為目前我國海域管理的新準則,為我國從根本上解決海洋資源過度消耗、生態環境形勢嚴峻等問題指明了方向。
[Abstract]:Since the 1990s, China's sea area management has experienced a series of changes and progress from no rules to law, from blind development to rational planning, from over-exploitation to advocating ecological use of the sea. Based on the national conditions of our country and the characteristics of sea area exploitation and utilization, this paper expounds the development, connotation and institutional basis of the concept of "ecological use of sea", and emphatically combs the planning for regional construction of China, the protection and utilization of coastline, Finally, the paper puts forward some suggestions for carrying out the management idea of "ecological use of sea" from five aspects: ecological construction, ecological protection, rational distribution, saving resources and remediation. Using the concept of green development to coordinate marine development and protection, to construct "ecological ocean management", and to open up a new way of integrated ocean management based on ecosystem, has become a new standard of sea area management in our country at present. It points out the direction of solving the problems of excessive consumption of marine resources and severe ecological environment in China.
