【摘要】：中歐貨幣互換協議是中歐央行在貨幣金融領域合作的最新法律實踐。它除具有政府間貨幣互換協議的一般特性外,還具有自身的特征:體現了中國與歐盟之間加強貨幣合作的共同意愿;設定了人民幣與歐元之間的互換安排;關系著中國與整個歐元體系成員國之間的流動性互助機制。該協議的產生,是后危機時代國際貨幣體系改革、世界經濟格局變化、中歐經貿關系發展以及人民幣離岸中心競爭等多種因素綜合作用的結果。它的實施,有利于促進中歐雙邊貿易與投資便利化、增強中歐金融市場穩定性、推動人民幣國際化進程,但同時也給中國帶來一系列挑戰。中國應直面挑戰,深化貨幣體制改革、完善金融市場建設、加強金融風險監管、促進人民幣離岸中心建設。
[Abstract]:The EU-EU currency swap Agreement is the latest legal practice of central bank cooperation in the field of monetary and financial affairs. It not only has the general characteristics of the inter-governmental currency swap agreement, but also has its own characteristics: it embodies the common will of strengthening the currency cooperation between China and the European Union, and sets up the swap arrangement between the RMB and the euro. Related to China and the euro system as a whole member of the liquidity mutual mechanism. The emergence of the agreement is the result of the reform of the international monetary system in the post-crisis era, the change of the world economic structure, the development of China-EU economic and trade relations and the competition of the RMB offshore center. Its implementation will facilitate bilateral trade and investment between China and the EU, enhance the stability of China-EU financial markets, and promote the internationalization of the renminbi, but it will also bring a series of challenges to China. China should face the challenge, deepen the reform of monetary system, perfect the construction of financial market, strengthen the supervision of financial risk, and promote the construction of RMB offshore center.
