【摘要】：科技競爭力是衡量一個城市綜合實力的重要指標,發展高新技術產業是推進創新驅動發展戰略、增強科技競爭力的重要環節。在市場競爭環境下,創新型高新產業能夠將科學技術與生產能力結合,生產出具有高技術含量、高附加值的新產品,在激烈的競爭環境中脫穎而出,并成為地區經濟增長的驅動力。經初步分析,高新技術產業具有系統化結構,符合系統運行的基本特征,在具體研究時可以采用系統協同視角,對高新技術產業進行系統劃分,分析各子系統特征,研究子系統之間的協同關系,為推動高新技術產業協同發展提供參考。本文從系統角度出發,對系統協同模型進行總結,并在產業系統協同機理研究的基礎上,提出相應的協同分析體系,分別從環境、動力、方式、程度四個方面對北京高新技術產業進行計算和研究,分析其協同現狀及可能存在的問題,根據所提出的問題,從體制創新方面進行分析,并提出新的優化方向。北京為實現創新驅動發展目標,正逐步深化科技體制改革,力求形成高效的高新技術產業結構,提高科技創新力,增強北京的核心競爭力。北京高新技術產業取得了較快的發展,然而,在發展的過程中也遇到了一些問題,例如,新技術吸收與再創新能力差、成果轉化系統運行效率低等等,這些問題已經或將成為北京高新技術產業協同發展的瓶頸。本文從科技體制創新角度對北京高新技術產業協同發展現狀進行思考,提出了體制創新的三個方向,并針對性地提出了具體建議,為科技創新體制優化及北京高新技術產業發展提供參考。
[Abstract]:The science and technology competitiveness is an important indicator to measure the city's comprehensive strength, the development of high-tech industry is to promote innovation driven development strategy, an important part of strengthening the competitiveness of science and technology. In the environment of market competition, innovative high-tech industry can be combined with science and technology and production capacity, production with high technical content, high value-added new products. Talent shows itself in the fierce competitive environment, and become the driving force of economic growth in the region. After the preliminary analysis, the high-tech industry has the systematic structure, in line with the basic characteristics of system operation, the system can be used in the specific research collaborative perspective, into the system of high-tech industry, analysis of the characteristics of each subsystem, the collaborative relationship between study on the system, to promote high-tech industry coordinated development to provide the reference. This paper from the perspective of the system of cooperative model in summary, and in the production of The basic mechanism of collaborative industry system, put forward the corresponding collaborative analysis system, respectively, from the environment, motivation, mode, four degree calculation and Research on high tech industry in Beijing, analyzed the current situation and problems of cooperation may exist, according to this problem, from the analysis of the system innovation, and puts forward the optimization the new direction of Beijing. To achieve innovation driven development, gradually deepening the reform of science and technology, and strive to form high-tech industrial structure, improve the technological innovation capability, enhance the core competitiveness of Beijing. Beijing high-tech industry has achieved rapid development, however, in the development process also encountered some problems, for example. The new technology absorption and innovation ability, the transformation system of low efficiency and so on, these problems have been or will become the bottleneck of Beijing hi tech Industry Development Co in this work. From the perspective of technological system innovation, this paper ponder over the current situation of the coordinated development of Beijing's high-tech industry, put forward three directions of system innovation, and put forward specific suggestions accordingly, so as to provide references for the optimization of technological innovation system and the development of Beijing's high-tech industry.
