【摘要】：2013年中央一號文件提出“要創造良好條件和環境,支持發展家庭農場”,這是國家促進農業發展,鞏固家庭聯產承包責任制,促進農村經濟發展的新舉措。支持家庭農場的發展得到了各級政府的密切關注,遼寧省阜新市采取了多種措施促進家庭農場的快速健康發展。在政府政策的支持下,阜新家庭農場建設取得較快的發展,家庭農場數量進一步增多,越來越多的農民得到實惠。雖然發展起步晚,程度低,發展經驗不足,但是在阜新發展家庭農場這種農業新模式仍然具有很大的發展潛力。政府部門在發展家庭農場方面給予了更多優惠和補貼政策,以促進家庭農場向規模化、現代化方向發展。論文首先根據檢索到的文獻分析了國內外家庭農場的研究動態;對家庭農場的內涵、特征、創辦條件、規模界定等進行論述,并梳理國外若干學者的觀點論證了當前我國發展家庭農場的必要性,基于規模經濟理論和公共物品理論等經濟學理論,根據實地調研數據和網絡檢索數據對阜新市家庭農場的發展現狀、發展成效、經營模式與社會化服務體系進行了分析,并得出阜新市家庭農場發展存在的問題,包括土地流轉不規范,土地規模不穩定、政府參與度不高,政策扶持不足、農田基礎設施不足,社會化服務體系有待完善以及勞動力素質不高,農業經營效率低下等,分析了制約阜新市家庭農場發展因素。最后提出解決當前問題,促進阜新市家庭農場發展的對策建議:(1)規范土地流轉,擴大土地規模;(2)提高政府參與度,加大扶持力度;(3)加強基礎設施建設,完善社會化服務體系;(4)加強農民教育培訓,提高勞動力素質。
[Abstract]:In 2013, the first document of the Central Committee proposed "to create favorable conditions and environment to support the development of family farms", which is a new measure for the state to promote the development of agriculture, consolidate the household contract responsibility system, and promote the development of the rural economy. Governments at all levels pay close attention to supporting the development of family farms, and Fuxin City, Liaoning Province, has taken various measures to promote the rapid and healthy development of family farms. With the support of government policy, the construction of family farms in Fuxin has developed rapidly, the number of family farms has further increased, and more farmers have benefited. Although the development starts late, the degree is low, the development experience is insufficient, but in Fuxin develops the family farm this kind of new agriculture pattern still has the very big development potential. The government has given more preferential and subsidized policies to the development of family farms in order to promote the development of family farms in the direction of scale and modernization. Firstly, the paper analyzes the research trends of family farms at home and abroad, discusses the connotation, characteristics, establishment conditions, scale definition of family farms, and so on. And combing the views of some foreign scholars, the necessity of developing family farms in China is demonstrated, which is based on the economic theories of scale economy and public goods. Based on the field investigation data and network retrieval data, this paper analyzes the development status, development results, management model and socialized service system of family farms in Fuxin City, and draws the problems in the development of family farms in Fuxin City. Including irregular land circulation, unstable land scale, low government participation, insufficient policy support, inadequate farmland infrastructure, social service system to be improved, low quality of labor force, low efficiency of agricultural management, etc. The factors restricting the development of family farm in Fuxin are analyzed. Finally, the countermeasures to solve the current problems and promote the development of family farms in Fuxin City are put forward. Suggestions: 1) standardize the land circulation, expand the land scale and increase government participation, increase support efforts and strengthen infrastructure construction. Improve the socialized service system 4) strengthen the farmer education and training, improve the quality of labor force.
