【摘要】：列寧曾指出“對抗將消失,矛盾仍將存在”的重要論斷。新形勢下,人民內部矛盾呈現新的特點、形式。黨的十八大將協商民主寫進黨的決議,并成為社會主義民主的重要形式�；诖�,我將論文題目定為協商民主化解新形勢下人民內部矛盾。論文主要分為導論、論文主體五章以及結語等部分。導論主要涉及論文的選題、研究的意義、研究綜述、研究重難點以及研究方法等。第—章為新形勢人民內部矛盾分析。通過昆明PX項目、平度事件、湖南臨武群體性事件為例,反映了在環境保護、土地拆遷、行政管理等方面存在矛盾與司題,意在表明新形勢下人民內部矛盾的表現形式、特點與作用有了新的趨勢。新形勢下人民內部矛盾特點主要體現為物質利益矛盾突出,民生與環保矛盾呈上升趨勢;新媒體在人民內部矛盾作用更加明顯;人民內部矛盾關聯性、聚合性增強;人民內部矛盾群體性事件頻發;網上網下相結合,矛盾處理難度增大。信息化在人民內部矛盾的影響主要體現在信息化促使人民內部矛盾產生輿情、影響擴大;信息化促使人民內部矛盾傳播速度加快、范圍擴大;信息化促使非直接利益群體的參與,擴大影響。第二章為協商民主化解人民內部矛盾的歷程與經驗。將九十多年來的歷史分為三大部分：新中國成立之前協商民主化解統—戰線內部矛盾的歷史進程;新中國成立之后協商民主化解人民內部矛盾的歷史進程;改革開放以來協商民主化解人民內部矛盾的歷史進程。從這些歷史概述中,我們能夠得出重要的歷史經驗,這些經驗主要有：堅持黨的領導;堅持共同的利益目標;堅持商量辦事。新形勢下,協商民主化解人民內部矛盾的新經驗。主要有：關注網絡民意,聽取網民意見;善于利用互聯網和新媒體;推動網絡協商,開展網絡對話;依法建章立制,保障人民參與。第三章為協商民主化解人民內部矛盾的優勢及意義。主要有：協商民主是人民民主的重要形式;協商民主本質在于保證人民有序政治參與;協商民主渠道多元化;能夠實現民主與和諧的有機統一。通過協商民主,對于處理人民內部矛盾具有十分重要的意義,主要體現有：豐富和完善人民民主理論內容;促進公平正義,實現社會和諧;促進治理能力現代化;實現全面建成小康社會和中國夢的目標。第四章是協商民主化解人民內部矛盾應堅持正確的理念與方法。這些理念主要有人民群眾主體的觀念;平等對話觀念；求同存異觀念；統籌兼顧觀念。協商民主方法主要是堅持協商于決策之前;決策之中繼續協商；決策之后加強監督,增強協商實效。第五章是健全協商民主制度化解人民內部矛盾。黨的決議中明確規定了協商民主制度的發展,主要通過以下方面開展：一是發揮黨在協商民主中領導作用。主要通過形成協商民主文化理念；提高各級領導干部實行協商民主的自覺性;推進協商民主語言的大眾化；構建現代傳播體系,提高協商民主影響力來發揮領導作用。二是完善多黨合作與政治協商制度。通過加強共產黨與民主黨派黨際協商民主；在人民政協平臺加強協商民主兩方面來進行。三是完善立法工作中的協商制度。主要通過加強協商規章制度建設；擴大立法工作中的協商渠道和范圍,提高協商實效；健全和完善人民政協參與立法前協商的程序;健全和完善立法協商中的運行機制；加強人民群眾的參與程度等方面來進行。四是完善行政協商制度。主要通過健全政務信息公開制度；完善協商規則制度;將協商民主納入考核評價體系；建立責任追究制度；加強智庫建設五方面來完善。五是健全基層協商民主制度。主要有堅持和完善村民(居民)代表會議制度；推進企業單位協商；提高基層村民協商民主素質。六是發展人民團體與社會組織協商。主要通過支持和完善人民團體、社會組織的發展；完善人民團體、社會組織參與各渠道協商的工作機制；擴展工作領域,增強協商的代表性與廣泛性三方面來發展。七是發揮新媒體在協商民主中積極作用。主要有建立新媒體溝通機制；有效運用新媒體平臺；加強新媒體設施建設,為協商民主發展創造良好氛圍。

The fourth chapter is the deliberative democracy to resolve the contradictions among the people should adhere to the concept of with the correct method. These ideas are people's principal ideas; equal dialogue concept; concept of balanced concept. Differences; deliberative democracy is the main method to consultation before decision making; decision to continue consultations; after the decision to strengthen supervision, enhance the negotiation results. The fifth chapter is to perfect the system of the deliberative democracy to resolve the contradictions among the people.
