【摘要】：監獄是國家的刑罰執行機關,承擔著懲罰和改造罪犯,預防和減少犯罪,維護社會穩定,促進社會和諧的重要職責。監獄人民警察按照法律賦予的神圣使命依法管理監獄、執行刑罰,對罪犯進行教育改造。當前,隨著我國社會建設的深化和監獄體制改革的全面推進,監獄獄情、犯情日趨復雜,如何改進監獄人民警察培訓機制以及發展模式,建設一支具備教育學、心理學、社會學、管理學等多學科知識的革命化、專業化、正規化監獄人民警察隊伍,最大限度地將罪犯改造成為和諧社會的建設者,已成為目前監獄工作亟待研究和解決的一個重大課題。近年來,內蒙古監獄系統民警隊伍教育培訓工作在自治區黨委政府、司法廳的高度重視和正確領導下,在社會各界和有關部門的大力支持下,取得了可喜的成績。特別是近些年監獄系統堅持不懈地開展崗位練兵活動,大力實施素質強警戰略,全區監獄民警隊伍的業務水平和實戰能力有了顯著提高,綜合素質得到明顯增強。但是,由于種種原因,內蒙古監獄系統民警教育培訓工作仍存在一系列問題,如培訓內容陳舊,師資力量薄弱,培訓形式單一、培訓效果不夠理想等問題。本文以內蒙古監獄民警教育培訓工作為研究對象,通過理論與實踐相結合的方式,對內蒙古監獄系統民警教育培訓所遇到的困難與問題深入分析、查找原因,并對國內以及西方監獄在民警培訓方面取得的先進經驗做法進行闡述,圍繞培訓內容、方式手段、運行以及保障機制等方面展開論述,提出一系列針對現行教育培訓制度的改進對策,以期對當前內蒙古監獄民警教育培訓工作的提高和發展有所裨益。
[Abstract]:The prison is the national penalty execution organ, undertakes to punish and reform the criminal, prevents and reduces the crime, maintains the social stability. The prison people's police, in accordance with the sacred mission entrusted by the law, administer the prison according to law, carry out punishment, and carry out the education and reform of the criminals. With the deepening of China's social construction and the overall promotion of prison system reform, prison situation and crime situation is becoming more and more complex. How to improve the prison people's police training mechanism and development model, to build a with pedagogy. Psychology, sociology, management and other multidisciplinary knowledge of revolutionization, specialization, regularization of the prison people's police force, to maximize the transformation of criminals into the construction of a harmonious society. In recent years, the education and training of the police in the prison system in Inner Mongolia has been highly valued and correctly led by the regional party committee and the judicial department. Thanks to the strong support of all sectors of society and relevant departments, gratifying achievements have been made. In particular, in recent years, the prison system has unremittingly carried out post training activities and vigorously implemented the strategy of strengthening the quality of the police. The operational level and actual combat ability of the prison police in the whole region have been greatly improved, and the comprehensive quality has been obviously enhanced. However, due to various reasons, there are still a series of problems in the education and training of the police in the prison system of Inner Mongolia. For example, the training content is old, the teacher strength is weak, the training form is single, the training effect is not ideal and so on. This article takes the Inner Mongolia prison police education and training work as the research object, through the theory and the practice unifies the way. This paper deeply analyzes the difficulties and problems encountered in the education and training of the police in Inner Mongolia prison system, finds out the reasons, and expounds the advanced experience and practice in the field of police training in both domestic and western prisons. Focusing on training content, ways and means, operation and security mechanism and other aspects of the discussion, a series of measures to improve the current education and training system. In order to improve and develop the current prison police education and training in Inner Mongolia.
