農村兒童受教育權保障狀況研究——基于“去商品化”與“去分層化”的雙維視角

【摘要】:接受義務教育已逐步從一種特權福利發展為公民權利,這一權利需要社會福利體系予以保障。從社會福利指標"去商品化"和"去分層化"兩個維度對教育政策實施效果進行評估,可以發現,農村兒童受教育權"去商品化"程度雖有提高但還未達到理想狀態、"去分層化"趨勢不顯著。主要表現為:目前農村兒童享受教育權的資格限制條件依然存在,享受權范圍未完全覆蓋所有農村兒童,二元教育分層并未消除,城鄉教育資源均等化程度較低,以地方政府為主的統籌層次較低。將農村兒童的受教育權納入國家福利體系,底線公平不失為一種政策操作的標準,同時需要政府、社區、非營利組織等各方力量進行資源的整合。
[Abstract]:Compulsory education has gradually developed from a privileged welfare to a citizen's right, which needs to be guaranteed by the social welfare system. From the two dimensions of "decommercialization" and "delamination" of social welfare indicators, it can be found that the effect of educational policy implementation is evaluated. Although the degree of "decommercialization" of rural children's right to education has been improved, it has not reached the ideal state, and the trend of "delamination" is not obvious. The main manifestations are as follows: at present, the qualification restrictions of rural children to enjoy the right to education still exist, the scope of enjoyment rights does not fully cover all rural children, the stratification of dual education has not been eliminated, and the degree of equalization of urban and rural educational resources is low. Local governments as the main level of co-ordination is low. Bringing the right to education of rural children into the national welfare system, the bottom line equity is a standard of policy operation, and needs the government, community, non-profit organizations and other forces to integrate resources.
