【摘要】：基于對京津冀居民對基本社會醫療保險制度的調查,運用交叉列聯表、集中指數和卡瓦尼指數等方法從參保機會公平性、衛生籌資公平性、衛生資源公平性三個方面進行分析,本文針對性提出統籌城鄉基本醫保,打破二元三維分立,給居民以選擇不同醫保的自由權,滿足不同人群對醫保的需求,使醫保向更公平的方向發展的可操作性建議。
[Abstract]:Based on the investigation of the basic social medical insurance system among the residents of Beijing, Tianjin and Hebei, the methods of cross-list, centralized index and Cavani index are used to analyze the equity of participating opportunity, the equity of health financing and the equity of health resources. In this paper, the author puts forward the operable suggestions of coordinating urban and rural basic medical insurance, breaking the dual three-dimensional separation, giving residents the right to choose different medical insurance, satisfying the needs of different groups of people for medical insurance, and making the medical insurance develop in a more equitable direction.
