【摘要】：我國社會保險基金投資運營處于起步階段,為規范投資行為,防范投資風險,可借鑒美國社會養老保險基金投資運營模式中的有益做法。美國社會養老保險基金投資運營的政府管制設計主要體現在政府管制職能、基金投資管制模式、財務管制模式等方面,有效保障了社會保險資金投資運營的保值增值。我國可借鑒美國聯邦政府實施社會養老保險基金投資運營的政府管制經驗,通過實施基金投資運營管制的政府主導化;嚴格遵循第三方運營原則;注重技術分析,加強風險控制;穩健提高社會養老保險基金收益率;擴大養老領域證券基金和產業基金的比例等措施,加強對社會養老保險資金投資運營的有效監管。
[Abstract]:The investment and operation of social insurance fund in our country is in the initial stage. In order to standardize the investment behavior and guard against investment risk, we can draw lessons from the beneficial practices in the investment operation mode of American social endowment insurance fund. The government regulation design of the investment and operation of American social endowment insurance fund mainly embodies in the government regulation function, the fund investment control mode, the financial control mode and so on, which effectively guarantees the social insurance fund investment operation to maintain the value and increase the value. Our country may draw lessons from the experience of the federal government of the United States in implementing the government regulation of the investment and operation of social endowment insurance funds, and through the implementation of the regulation of fund investment and operation, we can strictly follow the principle of third party operation, pay attention to technical analysis, Strengthen the risk control; steadily improve the social pension fund return rate; expand the pension fund and industry fund proportion and other measures to strengthen the effective supervision of social pension insurance fund investment and operation.
